Here is an example of a Panning Background (copyright 2006 Rudy Agresta.)

 It was drawn and colored directly in FLASH, and was split up into three separate layers; foreground, midground, background.

The foreground and midground layers moves at a different speeds over the fixed background in order to give the illusion of reality.
